FY2025 COMMUNITY PROJECT FUNDING

As part of the Fiscal Year 2025 appropriations process, each Member of Congress could submit Community Project Funding requests to the House Appropriations Committee to direct federal funding to their Congressional District to support specific projects. Each Member was only allowed to submit a very limited number of Community Project Funding requests, and each submission had to meet strict requirements to qualify under the House Appropriation Committee’s guidelines. Below are the Community Project Funding requests I submitted for the Fiscal Year 2025 appropriations cycle. The requests represent projects across the Panhandle and North Texas that would benefit Texas' 13th Congressional District. Each project will address critical community needs, is supported by local community leaders, and responsibly allocates federal resources. To remain transparent with my constituents, I have listed them alphabetically by subcommittee, certifying that I have no personal financial interest in any of these projects.
Project Name: West Texas A&M University Foundation Feedlot Educational Training Facility Project Recipient: West Texas A&M University Foundation Recipient’s Address: WTAMU Box 60766, Canyon, TX Amount Requested: $3,000,000 Purpose of Project: The funding for this project will be used to construct and build an educational training facility primarily designed to educate and train personnel for feedlot and feed mill operation in the rural communities of the Texas High Plains and Panhandle. The agriculture industry is facing numerous challenges when producing the food the world relies on, including shortages of quality labor. This center will provide a missing element of educational training that helps secure well-trained labor to improve economic efficiencies, animal welfare, and stable labor opportunities for the rural population.
Member Signed Certification Letter Project Name: City of Canyon Fire Engine Project Project Recipient: City of Canyon Recipient’s Address: 301 16th Street, Canyon, TX Amount Requested: $385,000 Purpose of Project: The City of Canyon will use the funding from this project to replace its current fire engine, which no longer meets modern standards or requirements, posing a direct risk to firefighter safety and decreasing the operational efficiency of the fire department. A new fire engine will allow the city to streamline its operations, reduce operating costs, and improve its ability to support communities across the Texas Panhandle.
Member Signed Certification Letter Project Name: City of Canyon Lindsey Training Field Project Project Recipient: City of Canyon Recipient’s Address: 301 16th Street, Canyon, TX 79015 Amount Requested: $1,400,000 Purpose of Project: The City of Canyon is seeking funding to construct a classroom building and live burn training facility at Lindsey Training Field. These projects are crucial for maintaining operational readiness, ensuring firefighter safety, and enhancing emergency response capabilities throughout the Texas Panhandle. This project will allow the city to build a classroom facility that will accommodate up to 100 students and enhance the educational capabilities required for State Firefighter Certifications. This funding opportunity will also allow the city to construct a Burn House Training Facility to help firefighters train in real life smoke situations and enter burning houses, which is essential for firefighter certification and skill maintenance. Project Name: Midwestern State University Cybersecurity Software Infrastructure Project Project Recipient: Midwestern State University Recipient’s Address: 3410 Taft Blvd., Wichita Falls, TX Amount Requested: $2,000,000 Purpose of Project: Midwestern State University (MSU) has vibrant and growing programs in Computer Science, which provide classroom, laboratory, and discovery experiences that emphasize theory, application, and contemporary research in the computing sciences. This project will allow MSU to purchase additional hardware and software infrastructure to expand its course offerings and development to increase pathways for students to obtain credentials in cybersecurity. Project Name: Sikes Lake Feasibility Study Project Recipient: US Army Corps of Engineers, Tulsa District Recipient’s Address: 2488 E 81st Street, Tulsa, OK Amount Requested: $150,000 Purpose of Project: Midwestern State University is seeking funding to complete an Army Corps of Engineers feasibility study to dredge Sikes Lake, which was authorized in the Water Resources Development Act of 2022. The collaboration of Midwestern State University, the Army Corps of Engineers, and the City of Wichita Falls will help restore and maintain Sikes Lake, strengthening its flood control mitigation efforts, while also ensuring it continues to provide an active recreational environment for the community.
Interior, Environment, and Related Agencies
Project Name: City of Amarillo NE Interceptor Wastewater Project Project Recipient: City of Amarillo Recipient’s Address: 601 S. Buchanan, Amarillo, TX Amount Requested: $6,200,000 Purpose of Project: The City of Amarillo is seeking to complete its NE Interceptor project, which will provide safe and dependable sanitary sewer services to approximately 6,300 acres in the NE Interceptor Phase II Service Area, encompassing the former Amarillo Air Force Base, as well as commercial frontage along US Highway 60 and Interstate Highway 40. Funding will be used to complete various project components, including nearly 10,400 linear feet of 36" Fiberglass Reinforced Plastics gravity sewer pipe, 500 steel casings, 16 manhole replacements, a traffic control project, an erosion control project, and seeding and restoration projects.
Member Signed Certification Letter Project Name: Runaway Bay Wastewater Infrastructure Project Project Recipient: City of Runaway Bay Recipient’s Address: 101 Runaway Bay Drive, Runaway Bay, TX Amount Requested: $3,700,000 Purpose of Project: The City of Runaway Bay’s wastewater infrastructure has deteriorated at a significant rate in recent years. Now, even moderate amounts of precipitation result in raw sewage from broken pipes flowing into residential areas, creeks, and Lake Bridgeport, which provides critical water resources for surrounding communities. The funding for this project will be used to complete infrastructure improvements that will prevent untreated wastewater from flowing into Lake Bridgeport and reduce the exposure and health risks associated with contaminated drinking water.

Box 240, Wichita Falls, TX Amount Requested: $768,000 Purpose of Project: This project will allow the Red River Authority to meet regulatory compliance for pressure and storage at the Red River Authority Foard County Water System. This project will include upgrading the Pump Station with new piping, electrical equipment, control work, a generator quick connect, pumps to meet the gallons per minute pumping requirements, and three new ground storage tanks in the system.

Box 240, Wichita Falls, TX Amount Requested: $896,000 Purpose of Project: This project will allow the Red River Authority to meet regulatory compliance for pressure and storage for the Red River Authority Truscott Gilliland Water System. This project will include upgrading the Pump Station with new piping, electrical equipment, control work, a generator quick connect, pumps to meet the gallons per minute pumping requirements, a new ground storage tank, and a new standpipe tank for pressure maintenance in the system.

This project will include a new ground storage tank, pump station upgrades, and a generator quick connect.

Transportation, Housing and Urban Development, and Related Agencies
Project Name: West Texas A&M Public Safety Facility Project Recipient: West Texas A&M University Recipient’s Address: 2501 Fourth Avenue, Canyon, TX Amount Requested: $7,500,000 Purpose of Project: This project will allow West Texas A&M University to transform a dilapidated building located on its campus into a public safety facility to meet the needs of the campus and surrounding community. This facility will provide a much-needed centralized home for the university’s public safety operations and serve key regional partners’ needs as a non-classified laboratory space for critical research collaboration with the university. The new office and support space will be provided for police, patrol, investigations, dispatch, fire and life safety, lock shop, and emergency management and services. Providing a proper home for the university police department, and fire and life safety in a more centralized location on campus with improved accessibility will help to promote campus safety, recognize the essential services the groups provide, and support the surrounding community.
Member Signed Certification Letter Project Name: City of Denton Masch Branch Road Wastewater Improvement Project Project Recipient: City of Denton Recipient’s Address: 601 East Hickory Street, Denton, TX Amount Requested: $4,300,000 Purpose of Project: This project will help the City of Denton construct a new oversized sewer line along Masch Branch Road in Denton, which is expected to see considerable residential, commercial, and light industrial development. This project will allow Denton to construct oversized sewer lines to serve additional customers, reduce waste and construction fatigue for existing customers, and allow for greater economic growth and opportunity in the area.
Member Signed Certification Letter Project Name: US 287 Interstate City Location Study Project Recipient: Texas Department of Transportation Recipient’s Address: 5715 Canyon Dr., Amarillo, TX Amount Requested: $3,200,000 Purpose of Project: This project would initiate a City Location Study as recommended by the Ports-to-Plains Corridor Interstate Feasibility Study Final Report, which will be used to determine the alignment connecting the City of Dumas and US 87. The development of US 287 is projected to take 30 years to plan and construct, however once completed, it will provide major economic benefits. Initiating this planning will help ensure each segment of I-27 remains on track.
Member Signed Certification Letter Project Name: SL 335 - Upgrade to Freeway - Amarillo West of FM 2590 to South to FM 2186 Project Recipient: Texas Department of Transportation Recipient’s Address: 5715 Canyon Dr., Amarillo, TX Amount Requested: $4,000,000 Purpose of Project: This funding will be used to provide critical upgrades for SL 335 between Amarillo West of FM 2590 to South to FM 2186 (TxDOT Project ID 02494-02-01). The TxDOT Amarillo District and the Amarillo Metropolitan Planning Organization have identified SL 335 as a top priority transportation project candidate with the goal of upgrading the entire loop to a controlled-access roadway consisting of main lanes, ramps, one-way frontage roads with bicycle and pedestrian accommodations, and four multi-level interchanges.
Member Signed Certification Letter Project Name: Texas State Spur 228 Widening Project Project Recipient: Prairie View Municipal Management District No. 1 Recipient’s Address: 2728 N Harwood, Suite 500, Dallas, TX Amount Requested: $1,880,000 Purpose of Project: This funding will be used to widen Texas State Spur 228 in Potter County to accommodate increased traffic flow related to the operation of a new beef processing facility. Texas’ Thirteenth Congressional District is the number one fed cattle district in the Nation, generating over $16.5 billion in economic value, but the region does not have the necessary processing capacity to support the high number of cattle in the area. This new beef processing facility is being constructed to help address this processing capacity deficit, which will require the widening of Texas State Spur 228 to help mitigate the increased transportation volume, which is expected to total 140 semi-trucks per day and 1,500 employee vehicles.
