FY2026 COMMUNITY PROJECT FUNDING

As part of the Fiscal Year 2026 appropriations process, each Member of Congress had the opportunity to submit Community Project Funding requests to the House Appropriations Committee directing federal funding to their Congressional District in support of specific projects. Each Member was allowed to submit a very limited number of Community Project Funding requests that met strict requirements for qualification under the House Appropriation Committee’s guidelines.

Below are the Community Project Funding requests I submitted for the Fiscal Year 2026 appropriations cycle. These requests represent projects across the Panhandle and North Texas that will benefit Texas' 13th Congressional District. Each project will address critical community needs, is supported by local community leaders, and responsibly allocates federal resources.

To remain transparent with my constituents, I have listed submissions alphabetically by subcommittee and certify that I have no personal financial interest in any of these projects.

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies

Project Name: West Texas A&M University Foundation Feedlot Educational Training Facility

Amount Requested: $1,000,000
Purpose of Project: The funding for this project will be used to construct and build an educational training facility primarily designed to educate and train personnel for feedlot and feed mill operation in the rural communities of the Texas High Plains and Panhandle. The agriculture industry is facing numerous challenges when producing the food the world relies on, including shortages of quality labor. This center will provide a missing element of educational training that helps secure well-trained labor to improve economic efficiencies, animal welfare, and career opportunities for the rural population.

Project Name: West Texas A&M University Mobile Desalination Unit Project

Amount Requested: $2,500,000
Purpose of Project: The funding for this project will be used to develop mobile desalination units and hydrological testing instrumentation to initiate research and development for accessing and using the brackish water in the Dockum/Santa Rosa aquifer. This project will focus on enhancing water supplies for agricultural operations, working directly with feedlots and dairies in the Texas Panhandle to improve research, development, and testing of desalination technologies.

Project Name: Fire Station Rehabilitation Project

Amount Requested: $3,500,000
Purpose of Project: The funding for this project will be used to make critical updates to the functionality of the City of Canyon’s current fire house to allow for full time operations, including constructing new sleeping quarters, a cooking and dining space, a physical training space, and a new community space for staff. This renovation will also allow for modernization of the current facility, including a new turnout gear storage space, air tank filling station, laundry room, and command staff offices. This project will allow the city to increase its emergency response capabilities and improve public safety services.

Project Name: Texas Tech University Health Sciences Center Research Infrastructure Project
Project Recipient: Texas Tech University Health Sciences Center - Amarillo

Amount Requested: $1,700,000
Purpose of Project: The funding for this project would be used to purchase equipment needed to expand the research infrastructure for the Texas Tech Health Sciences Center’s Brain Drug Discovery Center in Amarillo, Texas, which is developing strategies to reduce the timeframe, decrease costs, and improve success rates when bringing new drugs to the market that would treat brain diseases such as stroke, Alzheimer’s, neuropathic pain, and cancer. This project will help support critical research conducted at the Health Sciences Center and will continue to bring more economic and workforce development opportunities to the City of Amarillo and the greater Texas Panhandle.

Project Name: City of Amarillo Hollywood Road Wastewater Project
Project Recipient: City of Amarillo

Amount Requested: $5,000,000
Purpose of Project: The funding for this project would be used to conduct the initial planning and design of the new wastewater treatment facility at Hollywood Road. This project would allow the City of Amarillo to replace its current wastewater facility, which has reached the end of its useful life, causing the facility to receive discharge permit violations and formal enforcement actions from the Texas Commission on Environmental Quality. The current facility has also surpassed 75 percent of its current capacity, which mandates a design upgrade to accommodate increased capacity by the Texas Commission on Environmental Quality. Finally, the current facility is limited by its proximity to the 100-year flood plain, which has caused flooding that renders treatment processes unusable until the water recedes, thus delaying essential operations for the community.

Project Name: Runaway Bay Wastewater Infrastructure Project

Purpose of Project: The funding for this project will be used to complete infrastructure improvements that will prevent untreated wastewater from flowing into Lake Bridgeport and reduce the exposure and health risks associated with contaminated drinking water. This project will greatly help the city prevent untreated wastewater from flowing into Lake Bridgeport and reduce the exposure and health risks associated with contaminated drinking water.

Project Name: Red River Authority Foard County Water System Project

Purpose of Project: The funding for this project will allow the Red River Authority to meet regulatory compliance for pressure and storage at the Red River Authority Foard County Water System, including by upgrading the Pump Station with new piping, electrical equipment, control work, a generator quick connect, pumps to meet the gallons per minute pumping requirements, and three new ground storage tanks in the system. This project will allow for the necessary repairs and replacement of aging rural water systems that are decaying, causing outages for consumers due to leaks.

Project Name: City of Denton Masch Branch Road Wastewater Improvement Project

Purpose of Project: The funding for this project will allow the City of Denton to construct a new oversized sewer line along Masch Branch Road in Denton, which is expected to see considerable residential, commercial, and light industrial development. This project will allow the city to serve additional customers, reduce waste and construction fatigue for existing customers, and allow for greater economic growth and opportunity in the area.

Project Name: Texas State Spur 228 Widening Project

Amount Requested: $1,880,000
Purpose of Project: The funding for this project will be used to widen Texas State Spur 228 in Potter County to accommodate increased traffic flow related to the operation of a new beef processing facility. Texas’ Thirteenth Congressional District is the number one fed cattle district in the Nation, generating over $16.5 billion in economic value, but the region does not have the necessary processing capacity to accommodate the total number of cattle in the area. This new beef processing facility is being constructed to help address this processing capacity deficit, requiring the widening of Texas State Spur 228 to help mitigate the increased transportation volume, which is expected to total 140 semi-trucks and 1,500 employee vehicles per day.

Project Name: US 287 Interstate City Location Study

Amount Requested: $3,200,000
Purpose of Project: The funding for this project will be used to initiate a City Location Study as recommended by the Ports-to-Plains Corridor Interstate Feasibility Study Final Report, which will be used to determine the alignment connecting the City of Dumas and US 87. The development of US 287 is projected to take 30 years to plan and construct, however; once completed, it will provide major economic benefits to the region. Initiating this planning will help ensure each segment of I-27 remains on track.

Project Name: Wichita Falls Airport Industrial Park Access Road Project

Purpose of Project: The funding for this project would be used for the construction of an access road necessary to enter an industrial park that abuts Sheppard Air Force Base, and the Wichita Falls Municipal Airport. This project will allow entry to an industrial park that will leverage its proximity to Sheppard Air Force Base to enhance national security and defense industrial base capacity, while creating long-term economic and workforce development opportunities for the region

Project Name: Donley County Emergency Operations Center

Purpose of Project: The funding for this project would be used to support the development of an Emergency Operations Center (EOC) to serve as a command-and-control facility for coordinating response and recovery efforts during emergencies. This project will allow for the coordination between local, state, and federal emergency response efforts, improving preparedness and public safety in Donley County and the surrounding area during natural disasters and public health threats.

Project Name: SL 335 - Upgrade to Freeway - Amarillo West of FM 2590 to South to FM 2186
Project Recipient: Texas Department of Transportation

Purpose of Project: The funding for this project will be used to provide critical upgrades for SL 335 between Amarillo West of FM 2590 to South to FM 2186 (TxDOT Project ID 02494-02-01). The TxDOT Amarillo District and the Amarillo Metropolitan Planning Organization have identified SL 335 as a top priority transportation project candidate, and this project will allow for the upgrade of the entire loop to a controlled-access roadway consisting of main lanes, ramps, one-way frontage roads with bicycle and pedestrian accommodations, and four multi-level interchanges—helping to increase the safety of the residents and pedestrians of the City of Amarillo.

Project Name: Potter County St. Anthony’s Rehabilitation Project

Amount Requested: $8,300,000
Purpose of Project: The funding for this project would be used to support the redevelopment of the historic St. Anthony’s Hospital into affordable rental housing units for seniors aged 55 and older. This project will preserve the architectural and cultural legacy of the historic facility which has served the Amarillo community since 1901, while boosting local economic growth and addressing the pressing need for affordable senior housing in the area.
