WASHINGTON — Representative Ronny Jackson (TX-13) successfully advanced critical national security policies during the House Permanent Select Committee on Intelligence’s markup of the Fiscal Year 2027 Intelligence Authorization Act (IAA). 

“Meeting the challenges posed by our adversaries requires an intelligence community that is both effective and worthy of the public's trust,” said Rep. Jackson. “This bill provides our intelligence agencies with the authorities and resources they need to address foreign threats while advancing much needed oversight and accountability of America’s intelligence apparatus. The provisions I secured during our markup will strengthen internal investigations procedures at the CIA, help ensure former intelligence officials cannot use their positions to benefit foreign adversaries, and reinforce responsible stewardship of taxpayer dollars.”

Rep. Jackson’s Included Amendments:

• Intelligence Community Inspector General (ICIG) CIA Internal Investigative Procedures: Directs the ICIG to conduct an independent review and audit of the CIA’s Counterintelligence, Counterespionage, and Office of Security’s internal investigative activities, strengthening oversight, identifying systemic vulnerabilities, and ensuring these critical functions are carried out effectively and responsibly.

• Foreign Adversary Post-Employment Restrictions: Imposes a 10-year post-employment ban on Senate-confirmed Intelligence Community officials from lobbying or representing foreign-adversary-controlled entities before the U.S. government, preventing the transfer of sensitive expertise and denying adversaries, like China, Russia, North Korea, and Iran, access to critical national security knowledge.

• Intelligence Community Employee Private Counsel Expenses: Establishes uniform, IC-wide standards for the use of taxpayer funds for private counsel, ending ad hoc, agency-by-agency decisions that create inconsistencies, drive up costs, and increase the risk for conflicts of interest.
